The official U.S. National Intelligence Estimate of July 2007 concluded that al-Qa’ida has “protected or regenerated key elements of its Homeland attack capability [since 9/11], including: a safe haven in the Pakistan…operational lieutenants, and its top leadership…[Moreover,] al-Qa’ida will intensify its efforts to put operatives [in the U.S.] As a result,…the United States currently is in a heightened threat environment.”
